1. In rewinding an audio or video tape, why does the tape wind up faster at the end than at the beginning?

2. Suppose you are standing on the edge of a spinning carousel.  You step off, at right angles to the edge.  Does this have an effect on the rotational speed of the carousel? 

Now consider it the other way.  You are standing on the ground next to a spinning carousel and you step onto the platform.  Does this have an effect on the rotational speed of the carousel?  How is this case different from the previous case?
